The developer has already completed Thiseos Service Apartments and the Knowlodge student residence on the same street, so it knows the area and its tenants. Completion is 30 May 2028.

OIKOS Property Developments is based in Athens with more than 15 years of experience. This is its third project in Kallithea; it delivered Thiseos Service Apartments and the Knowlodge student residence on the same street.

Why Boulevard?

All 54 apartments being the same type looks unremarkable at first, but it is a real advantage for letting: management, furnishing and maintenance settle onto a single standard, which lowers running costs for an investor buying more than one unit. Add walking distance to Harokopio and Panteion universities. Four new metro stations are planned for Kallithea in the coming years, and the area is already served by Line 1.

  • Harokopio University: about 400 m
  • Panteion University: about 1.2 km
  • Tavros Metro Station (Line 1): about 750 m
  • Acropolis and Acropolis Museum: 2.4 km
  • Stavros Niarchos Cultural Centre: 2.6 km
  • Piraeus: 6.7 km
  • Athens Airport: 27.5 km

Daily life

Thiseos Avenue is the largest shopping street in Athens: a wide pavemented artery full of shops, cafes and restaurants. It runs down to Kallithea Marina and the Stavros Niarchos Cultural Centre. The Greek government plans to modernise it and connect it to the Ellinikon project. The 22 kilometre Aenaon urban promenade and a metropolitan park of roughly 600 acres in south Kallithea are also planned for completion by the end of 2028.

Rental yield and tenant profile

The tenant profile is students and young professionals. Walking distance to two universities, uniform 40 square metre apartments and a 4 year 3% rental guarantee come together here. For investors buying more than one unit in the same project, uniform stock makes management markedly easier.

Communal areas and specification

  • Air conditioning in every room, plus integrated oven, hob and extractor, included on handover
  • Floor to ceiling, fully fitted wardrobes
  • High pressure laminate worktop with a splashback in the same material
  • Bathrooms fully tiled, with an acrylic anti-slip shower tray
  • Laminated security entrance door with satin stainless steel or matt black fittings

Who is buying?

Buyers investing in student lettings, and investors building scale by taking more than one flat in the same scheme. The scheme is developed by converting an existing building into housing, so it falls in the €250,000 Golden Visa tier, and that tier carries no floor area rule.

Total cost: what do you actually pay when buying Boulevard?

Greece has no stamp duty. Because these projects convert existing buildings, the 24% VAT that applies to new construction does not arise either; the buyer pays the 3.09% transfer tax instead. The table below is indicative, based on the starting price.

ItemAmount
Property price€320,000
Property transfer tax (3.09%)€9,888
Notarial fees (1.70%, VAT included)€5,440
Legal fees and due diligence (1.24%)€3,968
Land registry (0.70%, VAT included)€2,240
Fixed items (engineer, E9, power of attorney, postage)€684
Approximate total€342,220

If you will apply for a residence permit, state fees, the permit card and health insurance are calculated separately. For your own scenario you can use our Greece purchase cost calculator.

What to Check Before You Decide

  • An off-plan sale. Handover in mid 2028.
  • Golden Visa eligibility rests on the conversion tier; before applying, the current rules and the scheme’s own eligibility have to be confirmed with your Greek lawyer.
  • Every unit is a one bedroom, and if you are targeting a family tenant we suggest the wider layouts in our portfolio.
  • Student lettings are seasonal, with a risk of voids over the summer.
  • 41 of the 54 apartments have sold; remaining stock is limited.

How does Boulevard compare with the alternatives?

  • Oasis offers two bedroom units in Peristeri, so it is open to family tenants too.
  • Kifisia Suites is in a quieter, school-focused area; its one remaining apartment is €380,000.
  • Thermae View starts from €256,000 in Thessaloniki, with the same student logic.

We can work out together which project fits your goal, based on your budget, intended use and exit plan. We can send you the floor plans and prices of the 11 remaining apartments.
